Investigación Análisis competencial en Cambio Climático
In response to the growing interest in climate change, various actors—including international organisations, governments, and non-governmental organisations—have expressed concern and are taking action to address its increasingly frequent and intense effects. The document in question aims to provide guidance for government actions at all levels, addressing three interrelated objectives.
First, it seeks to conduct a competency analysis on climate change, identifying governmental responsibilities and roles. Second, it proposes a critical path to establish a coordination mechanism on climate change. Finally, it focuses on the identification and methodological description of a strategy to create a regulation that governs this coordination mechanism.
Various sources are used, such as the Political Constitution of the State and Bolivian laws, as well as international and technical documents, to comprehensively understand the phenomenon.
