VCA End-Term Evaluation Report
In its final year of implementation, VCA commissioned an independent End Term Evaluation to verify the progress made by VCA between 2021 and 2025, and generate actionable learnings for the future.
The evaluation took an in-depth look at 14 interesting cases, interviewing beneficiaries and stakeholders across all 7 regions to investigate programme effectiveness. Additionally, the evaluation examined the programme’s relevance, coherence, efficiency, and sustainability, as well as the functioning of this unique Alliance. The findings confirm that VCA has been highly effective in positioning civil society, especially women, youth, Indigenous Peoples and Local Communities, as empowered actors in climate governance. It also shows that by addressing land rights, gender justice, and community resilience, the VCA addressed issues that remain core to the mandates of our local partners. These results validate the core logic of the VCA Theory of Change, while indicating programme areas where our localisation can be deepened, administrative fragmentation reduced and financial resilience strengthened.
